The Child and Family Agency

The Child and Family Agency was established on 1st January 2014 and is responsible for improving wellbeing and outcomes for children. It represents the most comprehensive reform of services for the development, welfare and protection of children and the support of families ever undertaken in Ireland. It is an ambitious move which brings together some 4,000 staff who were previously employed within Children and Family Services of the Health Service Executive, the National Educational Welfare Board and the Family Support Agency.

Responsibilities

  • Child Welfare and Protection Services, including family support services.
  • Family Resource Centers and associated national programmes.
  • The statutory regulation and inspection of prescribed children's services.
  • Educational Welfare responsibilities including School completion programmes and Home School Liaison.
  • Domestic, sexual and gender-based violence services.
  • Services related to the psychological welfare of children.

Purpose of Role

The main purpose of the role is to provide excellence in direction and leadership in order to effectively deliver high quality, intelligence driven and responsive statutory regulation of children's services. This will be done in accordance with relevant legislation, regulations, standards and adhere to Tusla policy. This post holder will also be responsible for leading and driving continuous improvement across the regulatory functions of Children's Services Regulation to ensure that regulatory activity is risk-based, proportionate and responsive and makes the best use of resources and interventions. The role demands the capability to successfully lead and manage the various Inspectorates' current statutory inspection and assessment functions ensuring ongoing development of staff and teams by building their capacity and capability. In addition, understanding and influencing regulatory policy and working with and influencing the senior decision makers in the system to be managed in line with government policy. The key area of responsibility is the leadership and direction of the work of the Regulatory Practice and Development Team within Children's Services Regulation (CSR). The Manager will lead on the development and implementation of Regulatory Practice and Quality Improvement initiatives and policy and procedure across Children's Services Regulation (CSR).

Requirements

  • Relevant 3rd level qualification.
  • Have a minimum of 5 years' experience at senior management level in an organisation of comparable scale and complexity
  • Experience of at least 3 years at senior management level with experience in the delivery of regulatory programmes.
  • Possess the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Each candidate for and any person holding the office must be of good character.

Tenure

The current vacancies available temporary 12-month Fixed Term contract and whole time.

The post is pensionable.

A panel may be created for the purpose of filling this position. Once the position is appointed the panel will cease.

Appointment as an employee of the Child & Family Agency is governed by the Child and Family Agency Act, 2013 and the Public Service Management (Recruitment and Appointments) Act 2004.
