Director, Legal Operations

OPPD is building a modern in-house legal function at a pivotal time for our organization and the energy industry. As our Director, Legal Operations, you will shape the systems, processes, resources and team that enable sound legal decision-making across a growing public power utility. Your work will strengthen the organization behind the legal advice and help OPPD continue serving its customer-owners with reliability, affordability and responsible stewardship.

Reporting to the Vice President and General Counsel, you will serve as the operational leader for the Legal function. You will translate legal priorities into execution, lead and develop the Legal Operations team, strengthen claims and public-records processes, manage the department's budget and outside counsel relationships, and advance the technology and performance tools that help Legal deliver timely, trusted service.

This is a strategic operations and people-leadership opportunity focused on building and continuously improving the operations of the Legal department. While a Juris Doctor degree is strongly preferred, this is not a traditional practicing attorney position. The successful candidate will combine legal services understanding with strong operational leadership, financial discipline, process improvement capabilities, and the ability to lead organizational change..

The Impact You Will Have

  • Build and lead a high-performing, inclusive Legal Operations team by setting clear expectations, developing talent and establishing meaningful measures of success.
  • Partner with the Vice President and General Counsel to translate legal priorities into strategy, annual operating plans, resource decisions and consistent execution.
  • Create and continuously improve the processes, workflows, metrics and reporting that make Legal more responsive, transparent and scalable across OPPD.
  • Manage the Legal department's operating budget and strengthen outside counsel and vendor management through disciplined engagement, contracting, invoice review, performance oversight and legal spend analysis.
  • Advance legal technology and infrastructure, including matter management, document management, e-billing, contract lifecycle management, legal holds and knowledge management.
  • Provide strategic leadership for claims processes, using data, communication and consistent practices to support fair, timely and well-informed resolution of potential and active claims.
  • Strengthen public-records, records-governance and policy-administration processes while supporting Board, committee and broader corporate-governance activities.
  • Build trusted relationships across OPPD and bring a practical, service-oriented approach to legal operations, organizational change and continuous improvement.

What You Will Bring

The strongest candidates will combine people leadership, legal or professional-services operations experience, financial discipline and the ability to create structure in a changing environment.

Required Qualifications

  • Bachelor's degree in Business Administration, Legal Studies, Finance or a related field.
  • Eight to ten years of progressively responsible experience in legal operations, legal administration, law-firm management, a corporate legal department, claims or a closely related operational environment.
  • Experience working in a law firm or mid-to-large organization with responsibility for complex legal, professional-services or business operations.
  • Demonstrated people leadership, including building team capability, setting expectations, developing employees and driving accountability.
  • Experience managing or materially supporting departmental budgets, outside counsel, vendors, invoicing, legal spend or comparable financial and operational responsibilities.
  • Strong judgment, communication and relationship-building skills, with the ability to work effectively with executives and cross-functional partners.

Desired Qualifications And Experience

  • Juris Doctor, MBA or another relevant master's degree.
  • Experience with legal technology or process transformation, such as matter management, e-billing, contract lifecycle management, document management, legal holds or knowledge management.
  • Experience with claims, public records, records governance, corporate governance, compliance or legal department administration.
  • Experience in a utility, energy company or another regulated industry. Direct utility experience is helpful but not required.

Salary Grade: S9

Min: $146,099

Mid: $182,624
