Overview:

Bogart Associates is seeking an experienced cleared Contracts Manager to support our rapidly growing portfolio of government contracts. This position is critical to ensuring compliance, minimizing risk, and enabling smooth execution of classified and unclassified work—particularly in support of national security missions. The successful candidate will also play a key role in developing and managing contract requirements during proposal efforts.

Key Responsibilities:

Subcontract Management  

  • Review, negotiate, and administer subcontracts, consulting agreements, NDAs, and teaming agreements.  
  • Experience managing and submitting monthly contract status reporting.  
  • Interface with primes and teaming partners to ensure contractual alignment with business goals and compliance requirements.  
  • Monitor flowdowns, deliverables, funding, and performance obligations.  
  • Track and manage modifications and ensure timely execution.  
  • Maintaining accurate and organized records of contracts related documentation.   
  • Researching and resolving contract-related issues and disputes.  
  • Complete timely reporting to Prime Contracts.

Prime Contract Management  

  • Support the full lifecycle of select prime contracts, including proposal submission support, contract award, execution, and closeout.  
  • Serve as the primary POC for contractual matters with government Contracting Officers and program managers.  
  • Interpret contract terms and provide guidance to internal teams on obligations, rights, and risks.

Proposal Support  

  • Lead the creation and compliance of contract volume submissions for prime proposals.  
  • Analyze RFPs and RFIs for contractual requirements and recommend strategic positioning.  
  • Collaborate with capture, pricing, legal, and business development teams to craft compliant and compelling responses.

Compliance & Risk Management  

  • Ensure adherence to FAR, DFARS, and IC-specific acquisition policies.  
  • Maintain contract files and subcontractor performance documentation.  
  • Support internal audits and ensure readiness for DCAA, DCMA, or sponsor-level reviews.

Required Qualifications:

  • Bachelor’s degree in Business Administration or related field.  
  • 7+ years of experience in federal contracts management, including supporting subcontractor relationships and agreements.  
  • Proven track record working with Intelligence Community (IC) customers.  
  • Experience working across functional areas such as: Business Development, Finance, and Program Management.  
  • Strong experience in proposal development, particularly in authoring and managing Contracts Volumes.  
  • Knowledge of prime and subcontracting rules, flowdowns, and proposal compliance standards.  
  • Ability to interpret and apply FAR/DFARS and IC-specific acquisition guidance.  
  • Excellent organizational skills and attention to detail.  
  • High degree of integrity, confidentiality, and professionalism.  
  • U.S. citizenship and an active security clearance (minimum secret).

Desired Qualifications:

  • Master’s degree, MBA, or industry certifications (CPCM, CFCM, NCMA membership).  
  • Experience with various contract types: CPFF, FFP, T&M, IDIQ, and OTA.  
  • Familiarity and experience with proposal efforts.  
  • Knowledge of export control compliance (e.g., ITAR/EAR).  
  • Experience using contract lifecycle management systems  
  • Experience with Unanet is a plus.
