We are looking for a highly skilled Director of Licensing to join our Legal Department. This role is critical in maintaining Arrow’s and all of our affiliated entities’ status as a compliant and trusted gaming manufacturer and distributor across multiple jurisdictions.

Position Summary

The Director of Licensing will be responsible for managing and advancing all aspects of gaming licenses and regulatory compliance across Arrow’s operational footprint. Reporting directly to the Chief Legal Officer, the Director of Licensing will serve as the primary point of contact for all licensing activities for Arrow and its affiliated entities with regulatory bodies, overseeing the license application processes, renewals, and stakeholder coordination. The role will work closely with the Chief Legal Officer and other business leaders to ensure full compliance with applicable laws and regulations across all markets.

Requirements

Key Responsibilities:

  • Licensing Management: Oversee the full lifecycle of the over 150 gaming licenses that Arrow and its affiliated entities hold with federal, state, provincial and tribal regulatory bodies, including preparation, submission, and tracking of applications, renewals, amendments, and compliance documentation across multiple jurisdictions. Arrow’s licenses are critical to our ability to operate, so the Director of Licensing will be responsible for making sure that we do not miss any licensing deadlines or requirements and that all forms are complete and submitted well in advance.

  • Regulatory Liaison for Licensing: At the direction of the Chief Legal Officer, serve as a point of contact with federal, state, provincial and tribal gaming regulatory authorities for licensing. Maintain strong working relationships with licensing officials in these regulatory bodies.

  • Compliance Oversight: Ensure all company operations remain in compliance with relevant licensing laws and regulatory requirements. Monitor changes in gaming regulations and advise internal stakeholders accordingly.

  • Cross-Functional Coordination: Collaborate with Legal, Compliance, Operations, Sales, R&D, QA Testing, Marketing, Distributors and other internal teams to support Arrow’s licensing needs for its current business strategy and for any expansion, including acquisitions, new product launches, market entry strategies, and ongoing compliance requirements.

  • Audit and Reporting: Prepare and maintain documentation for internal and external audits. Lead periodic reviews of license status, regulatory filings, and associated deadlines.

  • Process Improvement: Evaluate and enhance licensing workflows, systems, and procedures to support scalability, reduce risk, and ensure accuracy.

  • Risk Management: Identify potential licensing and regulatory risks and provide strategic recommendations to mitigate issues proactively.

Qualifications

  • 8–10 years of experience in regulatory affairs, gaming compliance, or licensing, preferably in the charitable gaming or broader gaming industry.
  • Deep knowledge of state-level gaming regulations and licensing processes.
  • Proven ability to manage relationships with government and regulatory bodies.
  • Exceptional organizational skills with strong attention to detail.
  • Experience working with legal teams and interpreting complex regulatory documents.
  • Bachelor’s degree required; JD or advanced degree in business or public policy a plus.
  • Excellent written and verbal communication skills.
  • Strong project management and analytical capabilities.
  • High degree of integrity, discretion, and professionalism.
  • Proficiency in Microsoft Office Suite; experience with Cobblestone or other licensing management software a plus.
